This is so, so true and it took me a long time to learn. My articles about writing on Medium average about 10 claps for every view. My articles about my most successful niche on here, which earn considerably more than the ones about writing, average 0.7 to 1 clap for every view. You really can't judge an article's success by its claps at all.
